I live in Fairfax County, VA, a populous county with a fair amount of commercial, retail, and service establishments, and a lot of DC commuters. Because of increasing traffic congestion, the county is debating whether and how to fund projects to improve the transportation needs of residents: see http://www.fairfaxcounty.gov/fcdot/cdot/
I found the range of funding sources and improvement projects interesting. After taking the survey I realized my personal opinion leans toward using funds deriving from direct use of vehicles. I think the worst funding sources they are considering are income tax, meals tax, real-estate tax, and commercial/industrial property tax. My reasoning is that none of these taxes relates directly to increasing transportation congestion; if anything raising the cost of living or operating businesses in the county could increase congestion. The funding sources I thought are best include gas/vehicle-use taxes and developer contributions.
The projects I thought should be prioritized are pedestrian/bicycle improvements and road-widening projects, although my bias as a cyclist is in play! I'm surprised they're not considering roundabouts / traffic circles, although considering the mess they made out of the Fairfax Circle I don't know I'd want them to...
